Unfunded Mandate....
Suppose that hidden deep within the pork of a random bill, there was an unfunded mandate that all public school students must wear school uniforms. What would the response be from the constituents (the voters)? What would the response be from the Supreme Court? Would they exercise judicial review? On what basis?

Response from the students would be rebellions, possibly millions of letters sent to gov ordering for a repeal. I do not think this is a good idea. Due to massive disapprovals from students, Sup. Court probably would repeal it, clearly this violates the freedom of expression.
Keep in mind that the SC has defended schools' rights to impose very strict dress codes on students in public schools.
